In the weeks leading up to them, convention opponents have spent millions of dollars asserting that Legislature-initiated constitutional reform is not only a perfect substitute for calling a convention but one that is less costly and risky. In short, rather than presenting the constitutional convention as a vehicle to preserve and enhance Hawaiian democracy, it has been demonized as its greatest threat.<\/p>\n
How the Legislature and the various groups that thrive influencing it have been successful in demonizing the Framers\u2019 vision for constitutional reform is a remarkable story. On the one hand, we live at a time of exceptionally low trust in Hawaii\u2019s Legislature, including the Legislature\u2019s willingness to democratically reform itself.<\/p>\n
On the other hand, convention opponents \u2014 when behind in the polls \u2014 have spent bottomless sums attacking the institution the Framers gave the people to address such problems. One result: Convention proponents now believe their cause is hopeless, so don\u2019t even try.<\/p>\n
